Shipping refunds:
Seller has free returns and supplied the return address and I sent item to them and refunded the money for the item but not the shipping cost and the seller has gone silent. Unable to find on EBay where I can get them to step in because all they see is the item purchase cost was returned so option for them to get involved is not there. What can I do?

The seller cannot repay you for the return shipping - he cannot refund more than your purchase price. He should have issued a shipping label for the return. If outside of your home country, eBay could have instructed him to send you the money for the return.
You could try speaking to customer service, but all they can do is give the seller a policy violation.

If you don't see 'have us call you', click chat. Then type contact an agent.
Or - if you mean the original shipping - free returns means the seller pays the return shipping, it does not mean that the original shipping is refunded. Refund of the original shipping is determined by the reason for return. Original shipping is refunded for items returned for not matching the description, or damaged. Original shipping is not refunded for reasons like doesn't fit, don't like it, or changed my mind.
