Shipping refund
I purchased the item and realized it’s a possible scam. He said he’d refund me my money, except for my shipping cost which he did not ship the item he still has it he says printing. The label is what he’s charging me for

Did you ask the Seller to cancel the transaction? What was their response?
If the Seller is not going to ship the item, they can get a refund for buying the label.
If you go to the Order Details for this transaction, you should see the estimated delivery date. Once it is one day past that date, open an Item Not Received refund request on eBay. The Seller will have three business days to respond with either a valid tracking number showing it's in transit or a full refund. If they don't respond on time, on the 4th day go back to your request and ask eBay to step in and force the full refund.
You need to open that refund request on eBay to start the refund process.
