I don't use Business policies but did you by any cancel happen to create more than one for shipping?
Are you using the Quick listing tool or the Advanced listing tool (accessible through Seller Hub) or the phone app?
I use eBay Templates, they allow 50. Here is what I pre-load on all of my listing Templates:
-eBay category
-My store category
-Return Policy
-Preferred shipping method
-Handling time
But even those settings can be changed once I start using a Template. They are a real time saver.
