Shipping Order and Buyer/Seller "Confusion"

Question

Ordered one item, received another different item under original shipping number.

Original shipper says "NOT my item" . . yet USPS numbers say it came from that shipper.

Ordered makeup from California and received toy watergun from Chicago. Sellers "know nothing", AI goes in programmed circles, and I'm stuck with the bill for makeup and a PLASTIC TOY I don't need or want! HOW can I communicate with a REAL EBAY employee?
