Shipping options for stickers, decals
Unless I'm selling a postcard, stamps or trading cards I can not get eBay's standard envelope shipping option of $ .40, .60 for my decal.
It's small, 3"×5", thin like a card but media mail at $3.65 is the least expensive option for shipping. So now I have to price the decal higher than normal in order to recoup shipping cost.
Is there any way to get ebay to add additional qualifying items to their standard envelope shipping, like decals, patches, stickers, etc.

You do not have to recoup your shipping costs when you use the Calculated setting in your shipping section. That way Buyers pay and they will pay different amounts based on the distance they are from you. I am sure they are used to it for that category since it does not qualify for eBays Standard Envelope.
I assume you know the ESE is NOT a door to door tracked package right? It is Metered mail meaning it only gets scanned on a USPS sorting machine and the last scan will be the facility the piece moves through prior to being delivered to the post office where the zip code it located.
