That sounds frustrating.
Your "available funds" are a running total, so there may be fees from other listings and sales intermingled. Each payout can cover multiple transactions.
If you click PayOut ID here, it will have a complete breakdown of that Payout:
https://www.ebay.com/sh/fin/payouts
From your gross sales (Price + Shipping, if any + Sales Tax) eBay will deduct
Sales Tax (remitted to the state)
Shipping labels
Final Value Fees FVF
Insertion fees (if any)
Promoted listing fees (if any)
Store Fees (if any)
etc.
Here is a help page where you can learn about selling fees:
https://www.ebay.com/help/selling/fees-credits-invoices/selling-fees?id=4822
All of the deductions should be listed here:
https://www.ebay.com/sh/fin/transactions
And you can look at the breakdown here of your payouts here:
https://www.ebay.com/sh/fin/summary
If you use the App, here is where to find your transactions and payouts
Click Selling icon
>Payments
>>See all activity
>>>Click the Payout and review the 'related transactions' list

OK. Let's say, as you have said: ". . . the label is paid for twice"
"Paid" "For"
Yes, one could say that the shipping label is "paid for" twice.
I would argue that the label is "paid for" thrice (that means three times).
Using a real-life example, here is how I figure the shipping price is paid three times:
Your recent sold listing for an antique bottle shows $6.24 as the USPS Ground Advantage shipping/delivery cost from you, in Florida, to my zip code in California.
1. The first payment of $6.24 goes from your buyer to eBay.
Buyer pays eBay.
2. The second payment of $6.24 goes from eBay to the seller (YOU).
eBay makes $6.24 available to the seller.
3. The third payment of $6.24 goes from the seller (YOU) to the US Postal Service (USPS).
Seller pays USPS. At that point, the shipping label is purchased.
In this example, six dollars and 24 cents -- $6.24 -- went from buyer to eBay to seller.
That money moved from (1) buyer to (2) eBay to (3) seller.
The shipping label is purchased only once, by the seller, using the money that is advanced by the buyer.
Follow the money.

When a Seller creates a listing, they indicate how much they want to charge the Buyer for shipping.
For example, a Seller lists a pair of shoes for $50 with $10 shipping. The Buyer sends the Seller $60. The Seller then uses that $10 to buy a label to put on their Buyer's package.
