Shipping label problem
I need to ship an item to the buyer but I am unable to purchase a shipping label. It says no service available under shipping services because it is more than $750. The buyer paid for shipping but my funds are held until after it arrives and I don't have the funds to send it myself, and eBay won't use my funds that they're holding because it has not arrived to buyer.

Since you’re a new seller, there are two separate things happening here.
The good news is that eBay says funds that are On hold can be used to purchase an eBay shipping label, so you normally should not have to wait for the payout to be released before shipping the order.

The $750 amount is important for a different reason. For an order totaling $750 or more, including shipping and tax, eBay requires signature confirmation for seller protection. Being over $750 by itself should not mean that no shipping service is available.
When you open the label page, double-check the package weight and dimensions and look at USPS, UPS and FedEx options. Make sure signature confirmation is selected where required.
If the page still says “No services available,” please tell us what you are shipping, the package weight and dimensions, and whether the buyer’s address is a regular street address or something like a PO Box. That may help us figure out why eBay is not offering a service.
Also, please don’t ship an expensive item without tracking and the required signature confirmation just to get around the error.
