Shipping label not received from ebay

Question

I paid for a shipping label through ebay using PayPal. However, ebay said it was experiencing tehcnical problems and it didn't give me a label or print it. However, ebay still charged me $9.84 for the shipping label. I am seeking a refund for this payment.

You can cancel an unused label within 28 days of purchase here:

It will take about 14-21 days for the refund to come through.
