Shipping Label - I don't get options for printer or PDF sizing

New seller on Ebay here. I'm having trouble printing the shipping label. I use a Munbyn printer and have no trouble with the format for USPS for other selling sites.
I just completed a sale and purchased a label through Ebay. I did not have any options for PDF or printer size, as shown in other threads on the ask a mentor forums. The seller hub also doesn't look like what I've seen from other's screen shots.
My only option was for a QR download? If I click to print, it is a PDF on 8x11. I've tried to resize the PDF to 4x6 but that only shrinks the image - very blurry.
Any suggestions on how to prevent this in the future??

There is a Print Format "Change" button on the lower right-hand side of the Print Shipping Label screen.
- If you don't see something like this to the right on the shipping screen, click the "Show additional shipping options" on the upper right, then look again.
Click the "change" and you can select PDF or PNG and the layout in case you want to use a label printer (4x6)
