Maybe. That might be the case. I’m not certain because I don’t see any itemization. However, I did cancel my initial label purchase then updated package dimensions (which lowered it from $13 to $11) then purchased that shipping label. I don’t know how to correct the mistake. It appears to me that eBay does not want to be contacted for any such reason.
When you cancel a label you are not refunded for it right away because the postal service has to make sure that the label is not used. The money for the labels goes to the postal service, not eBay. eBay is just the middleman.
You can void/ cancel the label within 28 days of purchasing it from the actions drop down menu next to the label on this page>
