In my opinion, the buyer should pay the cost of shipping.
Of course, you, as the eBay seller, will have to "purchase [the shipping] label".
You will have to package the sold item and put the shipping label on it. Thus, ultimately, you will be "purchas[ing the shipping] label."
But your buyer should have pre-paid the price of that shipping, the dollar amount, at the time he/she buys the Thing you are selling on eBay and pays the total through eBay.
eBay then makes the dollar amount of that shipping price available to you, so that you can purchase the shipping label and pay the shipper (USPS, FedEx, UPS, etc.).
If you buy the shipping label through eBay -- if you've done it right -- you will pay exactly what your buyer pre-paid to you, through eBay.
