When a Buyer makes a purchase from you, they send you the money for the item, plus they send you the money to buy a shipping label to put on their package.
For example: a Buyer purchases a pair of shoes for $50. Plus they send you another $10 for shipping. You use that $10 from your Buyer to purchase postage to put on their package.

The buyer pays you (through Ebay) for the shipping charges you indicated on the listing page.
YOU pay to ship the item to the buyer since you have physical possession of the item.
The money the buyer paid for the shipping charges will be released to you from Ebay as part of your payout from your sale.

The buyer pays you, then you use that money to purchase the label.
