Shipping item that was for local pick up how do I add tracking number and is eBay responsible for part of the shipping cost

If your buyer chose local pickup, then that is how you proceed.

If your buyer now wants it shipped, they should request a cancellation. After cancelling, you relist it with shipping.

Free shipping means the seller is offering to pay the shipping out of their own pocket. eBay is not a factor.

Edited to add:

â€Flat rate shipping $850 within the 48 contiguous states. Please contact me if you need shipping anywhere else.â€

If shipping would be $850, then that should have been put as an option on the shipping page just like the freight option.
