Does anyone know if once a label has been purchased but after it was printed buyer asks to change shipping company, can the label purchase be reimbursed since it was not used?

If you purchased a USPS label on eBay, you would have to void the label within five days to get a refund from USPS. The refund will take around 21 days and the refund will go back to the source you used to pay for the label.
