This should be listed as LOCAL PICK UP ONLY. It is going to cost more than $300 to ship domestically.
You will need to cancel the sale and refund the buyer. Let the buyer know that you are sorry but you made a mistake listing and it can't be shipped internationally.
Select Cancel as problem with buyers address from the drop down menu next to the sold item.

Refunds, even for order cancellations, come out of your available funds not pending or held. If you do not have available funds then eBay charges your back up payment method for selling costs.
Have you entered your backup payment method for selling costs here:
IF you relist then it needs to be listed as a Vehicle and you will pay a non refundable listing fee that is due even if it doesn't sell. There are not any other fees when it sells.

Once you issue the refund and the buyers funds are released from being held or finish processing then the buyers payment is released to you.
