How you select your flat rate shipping method depends on the listing tool you are using.
1. If you are using the Quick Listing Tool ( it has a gear on the upper right)
then select buyer pays flat shipping in this section:

You need to first enter the package weight and size or select I don't know package details.
Then select your shipping method of USPS , UPS etc.
Next select buyer pays flat.
2. If you are using the Advanced Listing Tool in Seller Hub on a computer>
scroll down to the shipping section.
Select small to medium packages from the first drop down menu.
Enter your package weight and size if you wish ( it's not required for flat rate but is a good idea in case you have a return)
Select Flat rate: Same cost regardless of buyer location in the second drop down box.
Click on the Plus symbol to choose your shipping service of Ground advantage, priority etc.
If there is a shipping service already there that you don't want to use then click on the 3 dots and then select delete.
Once you select the shipping service you will see a spot to enter the flat rate shipping cost.
