Shipping fee refund without eBay taking a cut

Question

Is it possible to refund a buyer for the shipping cost? I've had some buyers purchase multiple items from me in the same day. Each item included a a shipping fee, and I'd like to take care of one of the shipping fees for the items since they were all combined until one submit.

Every time I try to do a refund it looks like eBay takes a percentage of the refund and I would like to just give them the full amount of the shipping.

eBay does not take a cut of the refund - they refund some of the fees to you. So the buyer gets the full amount that you say to refund, but you are charged a lesser amount because of the fee reversal.
