Mentor4 months ago@drdav It depends on the shipping class, I know Media Mail charges for refused packages.
However if a buyer refuses a package you are not required to issue a refund. I would refund the item price only less any shipping costs.
If you are considering having a buyer refuse a package instead of paying return shipping if the item is not as described then it's a bad idea. Refused packages can get lost and then you are out the item.
If the buyer wants to return the item for buyers remorse reason then have them file a return request which you can accept. The buyer will pay return shipping since you have a no returns policy you could actually deny the remorse return.
