Why did I have to pay out of pocket if the buyer is supposed to pay for the shipping of the item??

Buyer pays you for your shipping charges, you pay to ship the item to the buyer.

But why does eBay take the shipping charges out of the payout? I don't get it back, why do I have to pay out of my pocket if I set it up so that the buyer has to pay for the shipping charges?? I'm really confused about that. I charged $15 shipping but the total for the shipping label was $18.65, why wasn't the $15 taken care of with the money the buyer paid for the shipping? I thought it would have just charged me the remainder of $3.65, not the full shipping cost.

The buyer pays for the item PLUS your shipping charges when they go through Ebay checkout. Ebay holds your funds.
YOU pay for the shipping label and ship the item to the buyer.
When the item is delivered to the buyer Ebay releases your payment from the buyer to you (minus Ebay's final value fees).

I know that. But this was not the case with this one. I was already released the funds, minus the shipping fees, plus, I had to pay out of my pocket for the shipping label.
