Based on your screen shot the item was purchased and is being sent Canada using the eBay International Shipping program (eIS). Sellers using the eIS program to ship their items to international buyers will ship to an eBay processing center in their country, that is one of them. It is then sent from there to the international buyer. This page has information on how the program works for sellers.

This page has information for buyers, scroll down to the section on eIS.
