Shipping Charges - Reduced EBay option

Question

I am selling sports cards and when I had an individual account there was usually a freight option for eBay reduced shipping that was about $1.50 for each card. I switched to a store subscription and have posted more cards and that freight option never came up as an option. I am curious why? That was a good selling point with reduced shipping especially if card is under $10 or so. Lastly, if a card is cheaper in value, do I have to use a tracking option to ship it or can I simply use a stamp?
