Shipping charges
Can a seller charge whatever they want for shipping ? can they charge me MORE for shipping than the price they actually pay the post office, like double ???

You are paying for shipping and handling - not postage. The seller sets the price. The buyer decides whether he agrees to it or not. If not, he moves on and buys from another seller.
The cost to ship is based on the class of service, package size and weight, and the distance between buyer and seller. Packaging materials and fees are part of handling.
