Shipping Charges
If a buyer gives you an incorrect address and the order is returned to the buyer, with a tag from USPS saying undeliverable, does the buyer have to pay for shipping again?

I think you mean if the package is returned to the Sender not the Buyer. When this happens the Buyer loses their eBay Money Back Guarantee protection and you can simply Refund the Buyer the item price but not the paid shipping because that money was spent on the round trip the package took.
You can then Relist the item and if the Buyer wants to purchase it again with correct address they may do so. You should message the Buyer and let them know all of the above.
If you try to ship the item to the Buyer again it would have to be done outside eBay, NOT recommended.
You can also refund them as described above and add them to your blocked list on this page if you perceive there may be issues with them in the future. Buyer management | eBay

Mentor5 months agoThe seller would refund the buyer for the price of item only, not shipping charges the buyer paid.
The seller could relist the item for sale and the buyer could re-purchase the item using the correct shipping address and pay again for the shipping charges.
