The buyer pays the seller for the shipping charges shown on the listing. Buyer does not pay to ship the item since they are not the one that is shipping.
The seller pays the shipper (USPS, UPS, etc) for the shipping costs to ship the item to the buyer. They are reimbursed from the shipping charges the buyer pays.
The buyer pays eBay. eBay pays the seller. The seller pays the shipping service to ship the item because the seller is the one with an item that needs to be shipped.
Buyer pays you the shipping amount you post in the listing along with the cost of the item, you then pay the actual postage from those funds when you ship.
