Shipping an item to a weird address
A buyer for my items has a strange name and address. They have paid for the item according to eBay. When I did a search for the address, a warehouse in Wilmington showed up. I also discovered on line that there are a lot of fraudulent eBay addresses for Wilmington. My concern is that the buyer will receive the merchandise and then request a refund from me for it.
Should I send the item? Today is the third day and I haven’t received no response back from the buyer after trying to communicate with them.

The buyer might be using a package forwarding service. Just because some bad buyers used the address doesn't mean that ALL buyers that use the address are an issue. You are just as likely having an issue with a shipment to a regular domestic address.
I have shipped to various forwarding addresses over the years and never had a problem.
Once the item arrives at the US location then that's where your job as a seller ends. Reshipping voids the eBay Money Back Guarantee.
