Shipping an item that has been returned.
A buyer provided a wrong address. The item was shipped and returned to the Seller. The Seller still has the items and Buyer never cancelled order or reported not received. Two months later, Buyer has provided correct address to Seller. How can Seller now re-send to Buyer and invoice them for the additional shipping cost?

The easiest way to handle this is to refund the Buyer minus any original shipping they paid. Then relist the item. You can send them the link to the new listing. They can repurchase once they correct their address on eBay.
By refunding them, you will get most of your selling fees back.
