how do i opt out of shipping out of United states

It looks like you are in eBay International Shipping program.

That's a great program because you only have to ship to the hub in Gendale Heights. Once it arrives there, eBay handles returns and items not received.

I suggest you stay in that program (making sure you don't also have direct international shipping in your listings)

-- If you do NOT want to ship to international buyers, do these 4 steps.

1) Make sure you are Not Enrolled in eBay International Shipping Programs here:

AND

2) Make sure to exclude all the continents/countries/places you do not want to ship to here:

- check the boxes and click Save

AND

3) Block buyers whose primary shipping address is in a location you don't ship to. (Check the box)

- and Update block settings for active listings (check the box)
