How does ebay calculate the shipping charge for the buyer and what does a seller do if the amount charged is not adequate.

If the seller underestimated the shipping charges, they will need to pay the difference.

Here is how to use the shipping calculator to use when listing an item:

In the Shipping section of your listing, select Calculated: Cost varies by buyer location.
Next to Services, select Calculate Shipping.
In Package details in the Shipping Calculator, enter your package type, dimensions, and weight. If you're selling an irregularly shaped item, estimate its dimensions by measuring a box you can fit it in.
In the Your details section, enter your ZIP code and any handling fees.
Select Calculate shipping.
Select the shipping services you want to offer, and drag them into the order you want buyers to see them.
Select Offer shipping services.
Complete your listing.
