I selected usps for an item i posted to get a price but ultimately selected buyer chooses shipment method/mode. However, it doesn’t seem to give the buyer the option to enter mode/method or pkg info.

You need to buy a label for the carrier you are going to use. On the label purchase page you should see 3 tabs - usps ups and fedex. Click the tab for the service you want to use.
If the service requested by the buyer is less expensive than what he paid for, you can refund the difference. In your sold orders select refund buyer next to that item.
If the service requested by the buyer is more expensive than what he paid for, you can set up a listing for the difference so he can pay you for it. Like this -

There is no option to let the buyer specify the shipping carrier - the buyer can only choose from what you offer. If you wanted to give them a choice, you needed to add an ups shipping method and a fedex shipping method, or multiples of each.
The item sold with usps shipping. If you want to use a different carrier, make sure it is ok with the buyer - some have very strong feelings about ups, etc.
