When I create a listing, sometimes USPS flat rate services are not all listed. This time I was looking for flat rate priority envelope but the pull down list was not very complete. Is this new? There used to be all the flat rate options every time.

I use the Advanced listing tool via Seller Hub and the Priority Mail Flat rate envelope is there on the list for either a new listing or Editing an existing listing. So is the padded version.
