I won a item but when i went to pay for it gave me a error because the seller has not gave shipping cost. i have sent the seller 3 messages and no response it has been over a week

Is the seller or item location in a different country? If so and you received a message at checkout saying, "Seller does or may not ship to your location" then you cannot pay for the item.
On a listing page to the right of the shipping cost is a See or Learn more button. If you click on it you can see what countries or locations a seller will ship to. Some U.S. sellers will not ship to Alaska, Hawaii or U.S. territories.
