A package was returned to me (seller) by UPS because the buyer was not home. The buyer still wants the item. How do I charge more shipping?

As long as you keep communications between you and your Buyer through eBay messaging, you can give your Buyer your PayPal address to send the funds to purchase the additional shipping. Or you can email this Buyer with an invoice from PayPal.
