I’m waiting on a shipment with more product to sell and i have buyers waiting for me to ship there order what’s the max time I have to ship an order

You are required to ship within the stated handling time on the listing (which appears to be 3 days).
You should not be listing any item you don't have available unless it's a pre-order item (which must be indicated in the title and description of the listing and with the handling time adjusted accordingly).

If your handling time was 30 days, then you would be required to ship within 30 days. The items I looked at had a handling time of 3 days.
If you don't ship and obtain an acceptance scan for the package within 3 business days, you will earn defects on your seller record which can jeopardize your ability to continue selling on eBay depending on how many you receive.
At some point, your buyers will start opening cases for items not received which can cause more problems. Be sure to refund their payments through the cases when they do.
