This might be related to the recent issues eBay and FedEx are having with over charges. There could be a temporary hold on the shipping label flow until corrective measures are in place for future label purchases.
You can always purchase shipping on other venues like pirateship or stamps.com or at the counter (get a receipt and manually upload tracking if you purchase at the counter).
