If I have chosen the "buyer pays" shipping option but I state a fixed shipping cost, what happens to extra money if the actual shipping cost is less than the amount paid?

The amount you charge the buyer for shipping is paid to you. You then buy the label. If the label is more than what you charged, you pay the difference. If it is less, you keep the extra, and make a bit more profit.
