Shipped item lost or stolen

Question

I shipped an item to the purchaser. The box arrived but it was empty. The USPS delivery person agreed that it did not have the 15-pound item in it when they delivered it. So, the item was stolen or lost when it was in USPS possession. It was empty when they delivered it. What are the steps for USPS, eBay, the seller and the buyer.

The seller refunds the buyer, then files a claim. Ask the buyer for photos of the box, and to hold it in case his PO wants to inspect it.
