Shipped item in it's entirety. Buyer says it's missing an item out of the package

I shipped the item in it's entirety. The buyer says the package is missing an item. The item was shipped securely. I feel like this may be a scam. I can't seem to find this scenario when trying to contact ebay. Help please

If the buyer files a Returns Request and states Not as Described, you WILL accept the return and pay for a return shipping label. If you refuse, ebay can refund the buyer from your funds, not require that the buyer return the item, and a defect will be recorded on your account for an unresolved transaction.
