Ship to Oman through eBay International ??

Hello,
i got a message from someone asking if I would ship to Oman. This is a Middle Eastern country.
I responded and said yes. The person responded just a little bit ago with his full address. eBay.ai generated a message that only i can see. It said "Unfortunately, we're unable to ship to Oman. We apologize for any inconvenience and appreciate your understanding."
Does this seem accurrate? I have not seen anywhere else where this is the case.
