ship to different address
I purchased item and paid with personal credit card. I wanted to have shipped to relative as item is a gift. Seller said that was against the Ebay rules. Is that true?

Yes. It is true.
Ebay Sellers are required to ship to the exact address in the Order Details for the transaction.
Going forward, when you are at eBay checkout, that's where you can enter the address where you want the item shipped to.
