Shill bidding

I have issue with this not being a Shill Bidding situation.
How can the winning bidder bid 100% on only one seller's items?

If a person bids on only one auction in 30 days … 100% of their bidding will be with only one seller.
[I wasn’t able to view the link you posted … so answered your question in a way that shows that the bidding percentage, alone, doesn’t tell us much.]
Your later post shows a 88% bidding with one seller on 92 items. THAT is significant … and could be suggestive of shill bidding, but it is rare to see a Username used to shill bid with a Feedback Score of more than a few points.
You can contact eBay and ask them to check the two Usernames you feel are suspicious … the seller and bidder … and have eBay check whether they have any personal information in common. That’s about all you can do. [eBay will not likely reveal their findings to you.]
