Sent wrong item, eBay withdrawing more than cost of item plus shipping

Hi all,
I sold an item to a buyer overseas. Buyer paid $15.99 for item plus $22.25 for shipping for a total of $38.24, including shipping. Buyer filed Item Not Received. During this time, eBay withdrew $15 from my account. No idea how they came up with that number. Item later arrived and buyer notified eBay. I told buyer I'd send the correct item and to toss original item. Buyer agreed.
When I tried to re-print shipping label, a message popped up saying I'd already printed a label for that item. I contacted eBay and spoke to a rep. I told the rep I wanted to ship correct item. Rep said I could not. Rep said to refund buyer and then buyer could buy correct item. I asked rep what the $15 refund was for and they could not tell me. I said I needed to know so I'd know how much to refund buyer. The numbers don't match up.
So then I message buyer and buyer says they have not received a $15 refund from ebay. And yet, the $15 withdrawal shows up in my checking account.
Today I get an email from eBay telling me they're withdrawing $38.24. This brings the total withdrawn from my account to $53.24. I haven't sold regularly on eBay for about six years so I have no idea how to figure this out. Any thoughts? I'm really annoyed at all of this.

I'm sorry that happened.
1) Not resolving the buyer's issue within the time frame eBay allows is the reason eBay refunded the buyer.
-- Time frames are really important on eBay
2) The buyer now has a full refund, so I would relist the correct item and invite them to purchase the correct item now.
3) I can't see what the $15 is for
Your "available funds" are a running total, so there may be fees from other listings and sales intermingled. Each payout can cover multiple transactions.
