Sent without tracking number, does not have the option of not received in further action.
That could be a scam. Just like the one who scammed me out of $391.97 and eBay didn't help me even though I sent them the evidence. That means eBay sellers can continue to scam people. Investigate that seller. My complaints and evidence are on the eBay community forum.

Look for the last estimated delivery date in your purchase history. You can file a refund request when it is one day PAST the last estimated delivery date .
You have 30 days from the last estimated delivery date to file a refund request on eBay.

If it is more than 30 days past the last estimated delivery date then you can file a refund request on PayPal up to 180 days from the date of purchase. OR if you didn't use PayPal at checkout contact your bank or credit card to report that you didn't receive the item.

Mentor8 months agoI do not read Spanish. It appears that it says the last estimated delivery date is Feb 3rd. This means you can file a not received refund request on Feb 4th.
Then if the seller does not refund you Ask eBay to step in and help on 4th business day after filing the refund request.
