As a buyer I would not accept this - if there is a problem with the item I purchased then my refund for that return would not 100% because you have already issued a partial refund - so I would be out of pocket the amount of the first return shipping. This also shortens the window for return by the time spent sending items back and forth. You would be asking the buyer to work outside of the return system, which I would not do.
Unfortunately, sending the wrong item does actually create a not as described return.
Have each buyer open a return request and have them return what they received for a refund. When you get the items back, relist the items and let the buyers purchase them again.
I know it is tempting to have them ship to each other, but it often happens that 1 buyer doesn’t ship and so he keeps both items and the other buyer has nothing and you have to refund him.
