Sent a item to a military base over seas.
My listing said no international but somehow someone from over seas at a USA military base bought my apple watch for 450 dollars. He asked me to shipp it USPS because he wouldn't be able to receive it if I chose fed ex or something. Well I shipped it ground, and it's been 3 weeks with no update on the tracking. He's reached out to eBay to step in. I tried to let him know that it's more then likely sitting on a boat heading that way. My question is will eBay allow more time before deciding, I truly believe it's on a boat heading that way but I shipped ground so it's going to take awhile but I understand the customer position too, he wants his watch like yesterday

His delivery address should be a military depot in the US. USPS does not ship directly to military installations.
If there is no delivery scan to the APO/FPO/DPO where you sent it, then file a claim for it after refunding your buyer.
