Sending offers to buyers
I would just like to know why the morons from ebay set up (send offer to buyers) with offer price (shipping not included) if I wanted to pay shipping I wouldn't be selling it buy it now , would I ebay?

I think you misunderstand...
Some sellers add the cost of shipping to the item price and call it "free" shipping, and some do not - whether they use auction or Buy It Now format. It's up to the seller how to set his pricing.
With Best Offers, the buyer makes an offer for the item price. If the offer is accepted, he pays the shipping cost shown on the listing in addition to the offered price. If the shipping is "free", the shipping the buyer pays is $0.00. If the shipping is shown as $10.00, he pays the offered price plus $10.00.
