    "Send Offer", but when I make an offer as a seller to a buyer, it will only let me "offer" $0.00
                     

    Hi.  Looking for help from the community.   As a seller, EBay says that I can "Send Offer" to a number of potential buyers, when I make an offer, it will only let me "offer" $0.00.

     

    I've removed those listings from any sales I had them listed for but still no luck.   Thanks for any tips.
