Send offer
I have a lot of items that say Promote. Who or what decides when I can send an offer to my watchers?

Seller Hub > Listings > Active
Look under the QUICK FILTERS for "Send Offers--eligible (xx)"
Click on it, and you can send Offers to any of those buyers, which include those that have added the listing to their Watchlist and those that have clicked on your listing several times.
