how do I get the "send an offer" options to watchers

In Seller Hub at the top of your Active list is a Send offers eligible button, click that.
The list will now update for items you can Send offers on and you can do that on the left either individually or bulk by using the check boxes (providing you are sending the SAME price to ALL Watchers).
