To send a refund, either full or partial and NOT part of an eBay return claim use the drop-down menu on the Sold item and scroll down to Send refund, click that.
The next several pages will let you enter an amount, type a note, select the reason then issue the refund.
If you are issuing a refund via an eBay claim you have 2 days to do that, after that the Buyer can ask eBay to step in and force the refund. You would get a strike on your account for not refunding through an eBay claim.
