Send a best offer to watch list
Some books I list allow me to send a best offer to my watch list on an item I am selling and others do not. I cannot find the answer to why that is. anyone know?

In order to send offers you must have eligible watchers that have not already received offers.
Not all watchers are eligible; some have opted out.
